Legislative Report:
Federal:
Prospector reported that the NTSB issued a press release
recommending all states have a mandatory helmet law.
Unfortunately they are using flawed data. Please contact your
Federal reps (Schumer, Clinton and your specific Congress Rep)
as well as your local State government reps to oppose this as
the State government should not be lobbied by the Federal
government.
The HIPAA bills (HR 1076 and S 616) to close the loop-hole
that insurance companies use to deny claims if you are doing
something considered ‘dangerous’ such as motorcycling. Please
contact our Senators (Clinton and Schumer) and your Congress Rep
to support this bill.
will take you through the process of finding your House of
Representatives person and sending them a message.

State:
Prospector also reported that the confiscation bill was
killed in the Senate at the last minute, most likely by late
amendments requested by the PBA and DMV. Prospector will keep
following up and find out how to rewrite the bill and get it
through next year. Also in question are the tactics used to
confiscate bikes in the first place.
The bill on red lights did not move this year.
Prospector will keep an eye on the bill that would prohibit
passengers under 12-years-old. A constituent had requested the
bill and the state assembly-person reinstituted it, so it bears
watching.
AMA Congress:
Denis P and Mark C are headed off to Congress in early
October. If you have any concerns, please contact them. They
will be working on creating a membership category for Motorcycle
Rights Organizations.
The PAC collected $27 at the meeting.
Old Business:
-We managed to man a booth, despite some challenges at the
beginning of the week. We hope more people will volunteer to man
the booth next year.
New Business:
Larry S suggested we get an AMA sound testing kit and join
with ABATE for a sound testing event. Denis P. has one and will
request another at Congress.
When you receive your November AMA magazine, please send in a
ballot for Paul Cote for Northeast Board member. He is a road
rider and would be a great addition to the board as a
non-industry person.
It was approved that some of the AMA Grant money be spent on
a ‘booth’ consisting of a 10’x10’ tent, table, chairs and a
banner with AMA and District 3 logos. We plan to use the booth
at the Road event next year, at clubs request, to promote the
district. We would also like to have flyers from each club to
promote their even, raffle items, give aways, maps of the
district, trifolds and we plan on selling District 3 T-shirts
and patches.
We will address the continuation of the Emergency Fund
Banquet at the Sanction meeting.
Denis P, Prospector and Maggie attended the MSF conference in
Buffalo and found it interesting. Contact them if you have
questions.
Prospector is headed off to the MRF Meeting of the Minds
8 lb. 12 oz. on 8/12.
